The Centers for Medicare & Medicaid Services (CMS) recently released the mean and median final scores and payment adjustments for the 2023 performance year/2025 payment year of the Merit-based Incentive Payment System (MIPS):

  • Mean* 2023 MIPS Final Score / 2025 MIPS Payment Adjustment: 82.91 points / 0.56%**  
  • Median* 2023 MIPS Final Score / 2025 MIPS Payment Adjustment: 85.49 points / 0.90%**  
  • Maximum 2025 MIPS Payment Adjustment: 2.15% (final score of 100 points)  

CMS added these data points to p. 7 of the 2025 MIPS Payment Year Payment Adjustment User Guide

*Mean is the average value of a set of numbers while the median is the middle value in a set of numbers. 

**Please note that these results don’t reflect the final score or payment adjustment updates that may occur through the targeted review process. For this reason, mean and median results may shift slightly when CMS releases more 2023 Quality Payment Program (QPP) data in the spring of 2025. 

How Does This Data Compare with Performance Year 2022?  

Once CMS accounts for the removal of the exceptional performance bonus beginning in the 2023 performance year/2025 payment year, the mean and median 2023 final scores and mean, median, and maximum 2025 payment adjustments are consistent with 2022 final scores and 2024 payment adjustments.

When Will More 2023 QPP Data Be Available?  

This is the first in a series of 2023 performance-year data releases for QPP. CMS will release more detailed data about QPP participation and performance in the spring of 2025.
