These cuts create an artificial payment difference that does not reflect clinical reality. There is no meaningful difference in the cost of caring for patients in POS 31 versus POS 32; clinicians use the same resources, systems, and overhead regardless of setting. Yet CMS policy now undervalues care in skilled nursing facilities.
